With a total investment of VND 3,690 billion, this is a strategic project that directly connects National Highway 51 with the Bien Hoa – Vung Tau Expressway. A crucial link in the Hoi Bai – Phuoc Tan project The project starts at the intersection with National Highway 51 (Tan Hai Ward) and ends at the connection point with the Bien Hoa – Vung Tau Expressway. This route is considered an arterial road, linking to the Eastern North–South Expressway, Ho Chi Minh City’s Ring Road 4, Long Thanh International Airport, and key economic centers and seaports, while playing a key role in collecting and relieving the immense cargo volume from the Cai Mep – Thi Vai port complex to the Bien Hoa – Vung Tau Expressway and vice versa. The commencement of the project not only has significant implications for transport connectivity but also creates a breakthrough driving force for the economic and logistics development of Ba Ria – Vung Tau Province and the entire Southeast region. At Package XL-18 (Km 5+260 – Km 6+200), the construction progress is clearly differentiated between two main items: roadbed and viaduct structure. Bien Hoa – Vung Tau Expressway Project is facing the biggest challenge from prolonged rains. Roadbed: Mud slows down K98 In many areas of Package XL-18, the muddy and soggy ground after the rain has caused the roadbed construction to be halted, and many heavy machinery such as bulldozers, dump trucks, and road rollers have had to stay idle. This directly affects the core technical standards of the expressway: Rough volume (K95) reached 60%: The roadbed earthwork work to achieve basic density K95 has completed 60% of the volume, showing that the project has created the basic route shape. K98 bottleneck only reached 12%: The volume of earth filling reaching K98 density (high standard, applied to load-bearing foundation layer) only reached 12%. To achieve 98% density, the contractor must control the soil moisture in optimal conditions, which is almost impossible when the construction site is submerged in mud. The Director of the Trungnam E&C Executive Board (currently constructing package 18) said: “The soil cannot be filled. We still let our workers focus on the bridge part, but the persistent rain has slowed down the work. The Châu Doc – Can Tho – Soc Trang Expressway, package XL 02, Trungnam E&C has achieved 90% progress on the bridge section, with the road section accelerating. Expediting Construction Progress in September 2025 As of September 2025, a representative from Trungnam E&C stated that a significant volume of work has been completed. The company is adhering to the committed construction schedule, with the goal of completing the entire scope of responsibility. The total production value (TPV) achieved is approximately 42.42% of the total contract value. Bridge Items: All 12/12 bridges have been simultaneously deployed. In particular, key items are accelerating: 04 large bridges (Xáng Nàng Mau, Hòa Mỹ, Xáng Lái Hiếu, and Hậu Giang Ba) have completed girder installation and are currently constructing the bridge deck, crossbeams, and bridge railings. The bridge section has completed 90% of the work volume according to schedule. Road Items: Focus is on treating weak subsoil using advanced technical methods: Implementing weak subsoil treatment using CDM (Cement Deep Mixing) and PVD (Prefabricated Vertical Drain) methods. Currently implementing preloading for sections where PVD has been applied, backfilling K95 sand for the main route, and constructing service roads. Ancillary Works: Simultaneously performing casting of median barriers, constructing box culverts (including weak subsoil treatment with CDM), and temporary bridges and access roads. The bridge is designed to be approximately 4.3 km long with six lanes, spanning the Thi Vai River to connect Ho Chi Minh City with Dong Nai Province. Once completed, the Phuoc An Bridge will be crucial, directly connecting the Cai Mep – Thi Vai port system, one of the largest port clusters in the country, to the Ben Luc – Long Thanh Expressway. Progress of Main Packages Package No. 38: Production value reached over 574 billion VND, equivalent to 59% of the contract value. Package No. 39 (Main cable-stayed bridge – constructed by Trungnam E&C): Trungnam E&C: Achieved cumulative production value of 547 billion VND, equivalent to 54.83% of its assigned contract value. Trung Chinh: Achieved cumulative production value of 422 billion VND, equivalent to 72.58% of its assigned contract value. Total joint venture production: Reached 969.484 billion VND, equivalent to 61.37% of the total contract value. Packages No. 40 and 41: Facing many difficulties due to obstacles in site clearance (GPMB) and a shortage of backfill materials. 2. “The progress of the Chau Doc – Can Tho – Soc Trang Expressway is accelerating, with Trungnam E&C achieving a breakthrough 39% completion, finishing the girder installation of Xang Lai Hieu Bridge, overcoming the ‘sand shortage’ to bring the project to fruition on schedule.” I. Project Overview The Chau Doc – Can Tho – Soc Trang Expressway (Phase 1) project is a strategic expressway connecting the Mekong Delta. Upon completion, it will reduce transportation time, boost logistics, and promote regional economic development. In the Hau Giang section, Trungnam E&C is undertaking many key construction items — the overall package progress in Hau Giang reached 39% as of August 2025. Total length: 188.2 km, passing through 4 provinces and cities: An Giang, Can Tho, Hau Giang, and Soc Trang. Scale: 4 lanes, design speed 100 km/h. Total investment: 44,700 billion VND. Commencement date: November 2023. Completion target: Expected to complete the entire route in 2026 and put into synchronous operation in 2027. The project is divided into 4 independent sub-projects, each managed by a local authority, ensuring coordination and specialization in implementation. II. Rapid Progress of Bridge Construction Items. Trungnam E&C is the leading contractor in the joint venture constructing Package No. 02 (section from Km113+200 – Km131+082) and Package No. 09 (section from Km131+300 – Km144+500) belonging to Sub-projects 3 and 4.
